If you would like to apply to us for support for you project you will have to demonstrate that the project that you have in mind complies with the rules of the scheme.

Applications for grant assistance can be from any organisation or group which is not for profit and is properly constituted. Individuals may also apply in particular circumstances.

Canford Environmental will generally only consider projects that fall within Objects B, D and E of the Scheme.

The application process has several stages. This is to avoid applicants spending a great deal of time preparing applications that will not ultimately be successful. The Stages are briefly set out below and further details of the nature of the information required at each stage and guidance as to the types of projects that are likely to receive Board support are also set out after that.

Stage 1

We will require from you sufficient detail about your project to ensure that it complies with one of the Objects of the Scheme. These are set out on this web site under the About the LCF Tab.

Stage 2

When we are satisfied that the project meets one of the Objectives we may ask you for further details so that we  have sufficient detail about the Project to be able to submit it to Entrust the Scheme Regulator for registration. If your project has already been registered with Entrust then this will not be necessary we will simply need the Entrust Registration number and a copy of the application that was made to Entrust. If Entrust consider the project as presented is non-compliant and are not able to register it, we will discuss this with you to ascertain whether with suitable changes the project would become compliant.

Stage 3

The Board will consider Registered projects at its Quarterly Board meetings. The Board retains ultimate discretion over its decisions and the outcome may be :

 Further information is required from the Applicant in order that a decision can be made

 The Board’s decides it does not wish to support the project.


 The Board decides it does wish to support the Project.

 The decision of the Board will be sent to the applicant within 10 days of the Meeting.

Stage 4

Following approval from the Board to proceed a Formal Offer Letter will be issued. In order to issue this letter, further details of the Project and the Organisation may be required together with the timescales of the project.

The Offer letter will be time limited and require that Project commences and is completed within time limits that we will agree with you.

The signing of the Formal Offer letter will conclude the Application process.

Information required at each Stage

Stage 1

Your Organisation and what type of not for profit organisation you are.

The contact names and telephone numbers or e-mail addresses of the people who if needed can discuss the project on your behalf.

The title of your project which will be used in subsequent correspondence.

A brief description which reflects the intent of your project limited to 250 words.

The location of where the project is to take place including the road name and postcode. If there is no post code then please provide an OS Grid Reference or other means of uniquely identifying the site.
 
The project’s environmental and community benefits, including access.

Why the project is needed and how has this been identified?

Who else supports the project from within the local community and the surrounding area

An indication of outline the total project cost and what our funds would be spent on

What funds have you secured so far?:
 
How much are you requesting from the Trust?

How will the project improve and compliment existing facilities?

Who will benefit from the project and is it clear what difference the project will make to the local community?

How will the facility be managed and maintained when the project is completed?

Who else is providing funding?

How much funding has already been raised?

Does the Project offer good value for money /Do the benefits gained justify the level of funding invested?

Stage 2

For all Projects

The dates when you expect to start and complete spending any lCF monies that may be awarded to the project.

Any income that the project will generate

Whether LCF funds would be used to purchase capital assets and if so please give details with values.

Details of any connect parties involved in undertaking the project.

Where applicable, will the project use any type of recycled material?

Where applicable, please estimate the number of new or existing jobs as a result of the development of this project.

Where applicable, please estimate the number of full time jobs that will be created or maintained once the project has completed.

Where applicable, please estimate the number of part time jobs (less than 18 hours per week) that will be created or maintained once the project is completed.

Where applicable, please estimate the number of users that currently use the site per year.

Where applicable, please estimate the number of users that will use the site per year after the project has completed.

Where applicable, please estimate the current footfall of the site per year.

Please estimate the footfall of the site after the project has completed.

Where applicable, please estimate the number of schools which currently visit the site.

If you anticipate that the project will increase school visits once completed, please estimate by how many.

What is the total value of LCF funding that will be used to make improvements or provide improved facilities for people with disabilities?

Will this project make changes which will result in improving energy efficiency?

If you are able to, please estimate total utility cost saving of the project per annum once the project is complete.

What is the local authority area for the project site (County or Unitary)?

Number of volunteers expected to help in the delivery of this LCF project.

Number of youth volunteers working on this project

Number of youth volunteering days created by this project

Additional Information for Object B Projects Only

What activity previously took place on this land which has caused pollution?

The name of the person or organisation that carried out this activity or allowed it to be carried out.

Is the work to be carried out to reduce any potential for pollution or to remedy or mitigate the effects of any pollution.

If land based what will the end land use be?

Social or Environmental, such as a nature reserve of a public park.

Economic such as used in redevelopment

Has a District Valuation Office Valuation been undertaken on the land?

If not please explain why.

What will be the estimated land value upon completion of this project?

What will you be doing to ensure the uplift in value is recouped by the EB?

Are there any outstanding notices or orders affecting the site under Section 46A of the Control of Pollution Act 1974 or Sections 13, 14, 26 and 78E of the Environmental Protection Act 1990 or Sections 90B and 161A of the Water Resources Act 1991?

Is the work required by a condition of any planning permission granted to your contributor(s)?

Is the work required by a condition of the terms of any agreement involving your contributor(s) under Section 106 of the Town and Country Planning Act 1990, Section 75 of the Town and Country Planning Act (Scotland) 1997 or article 40 of the Planning (Northern Ireland) Order 1991?

If you are improving areas of land (excluding land for building development), please estimate the number of hectares that will be worked on as part of this project.
If you intend to plant trees as part of this project, please estimate how many will be planted.

Additional Information for Object D Projects Only

Please provide details of how the amenity will either:

Make the environment more pleasant or comfortable; and/or
 Improve the aesthetic qualities of an area for the public

Please provide details of how the park or amenity is for the protection of the built, natural or social environment.

The owner of the site or amenity.

Whether any part of the project takes place on school grounds

How the public will use the amenity including:

 Access for the general public on hours per day basis if necessary

 Any restrictions in place ie membership requirements, booking process.

Object B Declaration

The Declaration must be signed by an Authorised signatory of the organisation to which the funds will be donated.

I confirm that any income earned by this project will either be re-invested in the running of the project or returned to the Environmental Body as LCF derived funding. 
 

I confirm that any assets or proportion of assets purchased with LCF monies will be protected to ensure that any subsequent sale etc. does not result in the LCF monies being lost from the fund.
 

I confirm that any Contributing Third Party funder will neither be made up of LCF monies nor derive a unique benefit from the project going ahead (please consult the EB manual for further clarification on this point)
 

I confirm that that there will be no benefit to any Landfill Operator who has made a contribution to the Environmental Body.
 

I confirm that that there will be no benefit to the person who carried out the ceased activity
 

I confirm that the project is not required as part the following notices or orders;

(a)  a works notice served under section 46A of the Control of Pollution Act 1974 ;
(b)  an enforcement notice served under section 13 of the Environmental Protection Act 1990;
(c)  a prohibition notice served under section 14 of the Environmental Protection Act 1990;
(d)  an order under section 26 of the Environmental Protection Act 1990;
(e)  a remediation notice served under section 78E of the Environmental Protection Act 1990;
(f)  an enforcement notice served under regulation 36 of the Environmental Permitting (England and Wales) Regulations 2010
(g)  a suspension notice served under regulation 37 of those Regulations; or
(h) an order under regulation 44 of those Regulations.

I can confirm that the project is not a condition of any planning permission or any statutory consent arising from an application of a contributing Landfill Operator.

 I can confirm that the project is not a term of an agreement made under either;

• Section 106 of the Town and Country Planning Act 1990
• Section 75 of the Town and Country Planning Act (Scotland) 1997
• Article 40 of the Planning (Northern Ireland) Order 1991

To which the contributing Landfill Operator is a party.
 

Object D Declaration

I confirm that the park or amenity will not be operated with a view to profit


I confirm that any income earned by this project will either be re-invested in the running of the project or returned to the EB as LCF-derived funding.

I confirm that any assets or proportion of assets purchased with LCF monies will be protected to ensure that any subsequent sale etc. does not result in the LCF monies being lost from the Fund.

I confirm that any Contributing Third Party funder will neither be made up of LCF monies nor derive a unique benefit from the project going ahead (please consult the EB manual for further clarification on this point)

I confirm that that there will be no benefit to any Landfill Operator who has made a contribution to the Environmental Body.

I confirm this project registration is to cover work on a single specific amenity.

I can confirm that the project is not a condition of any planning permission or any statutory consent arising from an application of a contributing Landfill Operator.

I can confirm that the project is not a term of an agreement made under either;

• Section 106 of the Town and Country Planning Act 1990
• Section 75 of the Town and Country Planning Act (Scotland) 1997
• Article 40 of the Planning (Northern Ireland) Order 1991

To which the contributing Landfill Operator is a party.

I confirm that the LCF funded part of this project will not involve spending LCF monies on areas that are not accessible by the public – i.e. Charity headquarters, administration offices etc.

Object E declaration


I confirm that the building or structure will not be operated with a view to profit.
